"Toronto the world's best city to live in..." Really? Why didn't the Economist talk about traffic problems?

Something is wrong with this list, folks. Doesn't wasted time in traffic snarls count, and 30 years of wasted time in City Council trying to decide to think about maintaining infrastructure?
